Case Example (Infidelity):
During a Pre-investigation interview our New Jersey Private Investigators were able to learn the Subject of an Infidelity Investigation was a pack a day smoker. Our private detectives had little else to go on except the fact that the cheating spouse would leave work every Thursday at 5:00PM and not return home until 11:00 PM. New Jersey Private Investigator R Cowan and another private detective set up surveillance at the Subject’s work place at 4:30PM on a Thursday night https://cowaninvestigations.com/surveillance/ . At 5:00 PM sharp the private investigators observed the Subject leave work and walk directly to his car. The Subject was alone and departed in his vehicle.
Both of the Private Investigators conducted an approximately fifteen-mile mobile surveillance of the subject which went through three towns. The Subject’s Vehicle was followed into a residential neighborhood. The private detectives maintained the mobile surveillance through several residential streets until the Subject pulled his vehicle on the corner next to a bar. The location of the bar was in the middle of a residential neighborhood, a little out of place, but not a totally unusual observation for the two veteran New Jersey Private Detectives.
The two private investigators set up a stationary surveillance outside of the neighborhood tavern. Surveillance was set up as the two Private Detectives did not want to enter the tavern on the heels of the Subject. After about ten minutes, it was decided that Private Investigator R Cowan would enter the bar to take a look. The intent on the entry into the bar was for the private detective to sit down and have a beverage. However, when the New Jersey Private Investigator entered the bar there was only approximately ten patrons inside, a mixture of men and women. The private investigator immediately had the impression his presence drew the attention of all the customers in the bar, as it appeared the private detective was an outsider. Because of this suspicion as to his presence, the private investigator’s plans changed and the detective ordered packaged goods as it appeared sitting in the bar would not be an option. However, as the private investigator awaited his purchase, he stood directly next to the Subject who was sitting directly next to a woman of approximately the same age as he.
After having made the purchase the New Jersey Private Investigator returned to his vehicle surveillance location. As expected, shortly afterward the Subject came out in front of the tavern to smoke, accompanying the Subject was the woman that had been sitting next to him. Both private investigators looked on as the both parties appeared to be “touchy feely” as they smoked their cigarettes. After finishing their cigarettes, the couple embraced and participated in an extended kiss prior to returning into the neighborhood tavern. The entire episode was repeated two more times over the next two hours, all three times both of the Private Investigators were able to obtain video of the romance, albeit from different angles.
At approximately 9:00 pm, both New Jersey Private Investigators observed the couple walk out of the tavern and enter the subject’s vehicle. The vehicle departed and the couple were followed by both private detectives as they drove to a low-end motel on a busy road arriving at about 9:10pm. The couple were observed by the private investigators as they entered a motel room (room entry on motel exterior). The couple did not have to stop at the office which is highly suggestive to the private detectives that the room had been acquired earlier in the day.
At about 10:30pm the couple departed the room and left in the Subject’s Vehicle. Both New Jersey Private Investigators followed the Subject’s vehicle until he dropped off the female on a darkened street near the neighborhood tavern they had been hanging out at earlier. The entire episode was captured on video by both of the Private Investigators
After the evidence had been presented to the client by the Private Detectives, she was able to immediately identify the woman as a co-worker of her husband, but worse yet, the woman was supposed to have been a close friend of the client. In the late the late Spring of 2017, the Cowan Investigations New Jersey Private Investigator Firm was a one-year-old Private Detective Agency started by myself and wife Liz. During that period of time, I was writing and updating material for our New Jersey Private Detective Website. I was purchasing top of the line private detective equipment for our private investigator firm, including vehicle, cameras, computers etc. In addition, I was participating in training related to New Jersey Cohabitation and alimony laws as well as brushing up on the issues of New Jersey Child Custody Laws which I had already possessed per my New Jersey Law Enforcement Career. The New Jersey Private Investigator Firm we began was obtaining a little investigative work, but in a financial sense, our New Jersey Private Detective Agency was upside down financially.
One day in the late Spring of 2017, my wife Liz arrived home telling me she been on the phone for an hour with a potential client who wanted a consultation on a New Jersey Cohabitation Investigation https://cowaninvestigations.com/alimony/ . Upon my first arrival at the rural setting, I initially was able to immediately obtain footage of the subject of the Alimony Investigation and her vehicle parked on the property of her long-time boyfriend. This video footage was taken from a rural road down a very long driveway lined by trees. This video I secured on my first field investigation was more evidence then was produced by the initial New Jersey Private Investigator. The prior New Jersey Private Investigator who had worked the cohabitation investigation for a month never producing a photo of either of the Subjects. After securing that video, I set off to locate an isolated high end Townhouse development located on a street that had a one-hundred-foot stand of woods at the end of the cul-de-sac. This information had been secured through Google Imagery. The Cul-De-Sac bordered the farm at which the Subject was suspected of cohabiting with her boyfriend. It was important I be able to obtain a surveillance location directly into the secluded property. I Parked my vehicle at the end of the Cul-De-Sac in order to enter the woods. I realized I could not do park there on a continuous basis if I was to be the New Jersey Private Investigator conducting the long-term Cohabitation Investigation as it would highlight my presence.
I hiked through the woods until I arrived at what I believed was the property line of the couple’s farm. My assessment was two-fold, I could obtain some evidence from the rural road by pointing my camera up the tree lined driveway, but a majority of the evidence would need to be obtained by my trudging through the tick laden woods and surveilling from the property line. I challenge you to find a New Jersey Private

The Client whom had initially retained Cowan Investigations as his New Jersey Private Detective Agency to conduct this preliminary Cohabitation Investigation subsequently hired our private Investigator Agency to conduct the entire investigation.
Because the nature of the area required, I had to make some purchases in order to get this New Jersey Cohabitation Investigation off the ground. As a Private Investigator with a thirty-five-year New Jersey Law Enforcement Background, I knew the first thing needed to be addressed was my safety. The most immediate issue identified was to prevent being exposed to a tick bearing disease. Because of the layout of the Cohabitation Investigation, each time I worked the “Job” I had to access the woods I previously described (Late spring 2017 was very hot). - I could not reasonably park my undercover New Jersey Private Detective Vehicle at the end of the Cul-De-Sac bordering the woods over a period of two to three months without raising suspicions of the residents.
I located a place to park approximately one mile away with the plan of walking back and forth to the woods, a total of two miles during each day of the Cohabitation Investigation. I went to a sporting goods store and purchased clothing that would make it appear I was a “Power Walker” just out for exercise. In addition, I purchased a small water backpack that runners and bicyclists use to keep hydrated. Instead of water, I stowed my private investigator surveillance gear the water camel.

During the length of this two-to-three-month New Jersey Cohabitation Investigation, I would park my private detective vehicle one mile away and power walk to the end of the Cul-De-Sac bordering the woods in order to set up my surveillance https://cowaninvestigations.com/surveillance/ . At the end of the surveillance, I would power walk back to my private investigator vehicle. During this lengthy Cohabitation Investigation none of the numerous residents I had encountered had a clue I was a New Jersey Private Investigator conducting a private investigation. In fact, I would often exchange pleasantries with the residents of the Townhomes who come to believe I was a local resident.
Toward the conclusion of our Cohabitation Investigation, one of our New Jersey Private Investigators was deployed in an undercover capacity to meet with the Subject of the investigation. The pretextual meeting was arranged after our New Jersey Private Detective Agency learned the Subject had a large asset for sale. Our New Jersey Private Investigator met with the Subject of the Cohabitation Investigation, during this pretextual meeting our private detective was able to obtain actionable investigatory information.

During this comprehensive New Jersey Cohabitation Investigation one funny story comes to mind. In the Winter of 2017, my New Jersey Private Investigator Agency was retained for a complicated New Jersey Cohabitation Investigation. The comprehensive investigation was to spill into February of 2018. The Client was determined that due to the complexity and length of the investigation that only a single New Jersey Private Detective could work the cohabitation Investigation. The Client was unable to find a private detective who would agree to work thirty-one days straight beginning at 5:00am and concluding at 9:00pm, until he has found Bob Cowan.
The Client was paying a very significant amount of alimony to an ex-spouse who was gaming the system the requirements of the Cohabitation Investigation required the New Jersey Private Investigator to first conduct a preliminary investigation in December 2017. Afterwards, it would be necessary the New Jersey Private Detective work every single day of January. The hours the New Jersey Private Detective would work would be stringent, these hours would fluctuate a little either way but would be worked every single day of January 5:00 am, 6:30 am, 8:00 am, noon, 7:00 pm and 9:00 pm. In between working this schedule, it was absolutely essential the New Jersey Private Detective Reports were kept current. This involved much administrative work such as, processing videos, photographs as well as concurrent research.

The New Jersey County in which the Cohabitation was located, was remote from Residence. The remote geography required I work from a hotel close to the location of the New Jersey Cohabitation Investigation. The surveillances conducted at night had to be accomplished from the rear of the New Jersey Private detective surveillance vehicle with the engine turned off. I spent hours in frigid January weather in the unheated rear of the private Investigator surveillance vehicle in order to gather evidence of cohabitation. New Jersey Cohabitation Case Study 3, (written by Bob Cowan, owner of Cowan Investigations)
In the late Winter of 2019, the Cowan Investigations New Jersey Private Investigator was contacted by a Client who was extremely upset about the current private investigator she had hired. The Client had retained the New Jersey Private Detective Agency which also had a National Franchise operation. The Client related that she had retained this New Jersey Private Detective Agency and they now claimed they could not locate some evidence the private investigator agency had been paid to collect. The private investigator firm was billing the client exorbitant fees just to speak with her regarding evidence they could not locate. The Client informed Cowan Investigations she had already paid the New Jersey Private Investigator Agency upwards of five thousand dollars and she had nothing.
After speaking with the Client, I requested she send me any reports that she had available from the private detective firm. When I received the “Cohabitation Reports”, I was sick to my stomach on how unprofessional the “New Jersey Private Detective Agencies Reports” actually were. The private investigator reports were so bad, it made me wonder if the private detective firm was actually operating under a valid New Jersey Private Detective License. The “Cohabitation Report” was ten pages long and the photographs contained in the report appeared to be taken from a cell phone and contained no time and date stamp. Worse yet, the text in the report appeared more focused on the investigator justifying his/her billing then properly documenting evidence of cohabitation. Statements of each time the private investigator left his office and went in the field were contained in the report: “I left the office at 11pm”, I returned to the office at 12:14am etc. Statements such as the aforementioned have no place in a professional New Jersey Private Detective Report.

Long story short, I conducted a successful and professional investigation for the Client. When the Client was provided the first draft of our New Jersey Private Detective Report, she had told Liz Cowan that she had broken down crying because it was so much more professional then the report that the bottom feeding New Jersey Private Detective Agency she had first retained.

As a New Jersey Private Investigator, I have experienced some very disturbing conduct by persons fraudulently receiving alimony. One case in point, the recipient of alimony pretended to live somewhere with her children, the private investigator inquiry found the residence did not even exist. In another case, a recipients significant other shared time between residences to make it appear he/she did not live there. In several cases, our New Jersey Private Investigators found that the boy friend of an alimony recipient was divorced himself. Our private detective inquiry further determined that the boyfriend had significant alimony obligations himself.
During the initial stages of our New Jersey Private Investigator Firms inquiry, it was learned that the divorced boyfriend listed his mother’s address as his home for official record purposes. The listing of a relatives address by a cohabiter is a normal occurrence our private investigators have determined. The New Jersey Private Detectives at Cowan Investigations have an actual name for the practice of phony addresses, it is called a “Male Drop”. Of note, I intended to use “Male” in exactly the way it was spelled.
Our New Jersey Private Investigators have learned that many men (some women) obtaining a New Jersey divorce are often between a rock and a hard place. Upon being divorced, the man may be responsible for a significant amount New Jersey Child Support as well as his alimony. In New Jersey, Alimony is ordinarily awarded after property disbursement, depending on the circumstances, at times there is a large amount of alimony awarded, while sometimes not so much. With that said, many times, at least one of the Subject Parties in a Cohabitation Investigation is paying a former spouse a large monthly alimony. For some reason, it seems like men/women paying a large amount of alimony end up cohabiting with a person receiving a large alimony check. It is the weirdest thing; it is almost a redistribution of funds.
2014 Revision to the New Jersey Alimony and Cohabitation Laws
Per the 2014 Revision of the New Jersey Alimony/Cohabitation Law, a New Jersey Family Court may suspend or terminate alimony if the recipient cohabitates with another person. According to New Jersey Law, cohabitation involves an intimate, mutually supportive personal relationship in which a couple has undertaken privileges and duties commonly associated with marriage or civil union, but does not
necessarily maintain a single common household (see external link). Updated 2021

When assessing whether cohabitation is occurring or not, the court will consider the following:
(1) Intertwined finances, including joint bank accounts and other joint liabilities or holdings;
(2) Sharing or joint responsibility for living expenses;
(3) Recognition of the relationship in the couple’s family and social circle;
(4) Living together, frequency of contact, duration of the relationship, and other indicia of a mutually supportive and intimate personal relationship;
(5) Sharing in household chores;
(6) Whether the recipient of alimony received an enforceable promise of support from another person within the meaning of subsection h. of R.S.25:1-5 (“palimony”); and
(7) All other relevant evidence.
In evaluating whether cohabitation is occurring and if alimony should be terminated or suspended, the court will also consider the length of the relationship. A court may not find an absence of cohabitation solely on the grounds that the couple does not live together on a full-time basis.
New Jersey Private Investigator Bob Cowan Speaks to his Qualifications
As has been related earlier on this webpage, as the owner of a New Jersey Private Investigator Firm, I was lucky to have had a very interesting and rewarding law enforcement career. A law enforcement background does not guarantee a person will have a successful second career as a New Jersey Private Investigator. This is so because a fair amount of retired New Jersey Law Enforcement Officers come with a significant amount of baggage. Due to multiple factors in New Jersey, many public sector employees often feel entitled. New Jersey Law Enforcement Officers are not immune to this entitlement mentality, especially if they are not subjected to proper supervision. To that point, I will relate a quick story of the public sector entitlement attitude as it pertained to several police officers I had the misfortune to encounter while trying to perform my private investigator duties.
I experienced this “public sector attitude” in the spring of 2020 when I was trying to do my job as a New Jersey Private Detective. I relate this tale of incompetence, insolence and entitlement not because the story is directly related to New Jersey Cohabitation Investigations. I bring these story up because I want you to understand, I am different from some of the police officers or departments you may have interacted with, and I do not bring the same baggage many retired law enforcement officers come with:
True Story
In my capacity as a New Jersey Private Detective, I had to serve New Jersey Court Process in a divorce matter. The New Jersey Family Court Process had to be served in a municipality in a southern New Jersey County that our Private Detective Agency had tracked the recipient to. The subpoena compelled the recipient to respond in writing to the New Jersey Family Court. The woman who had retained our New Jersey Private Investigator Agency had tried three other New Jersey Private Detective Agencies in order to have the process served over a two-year period, all failed.
Prior to serving the New Jersey Family Court Divorce Process, I tasked the Cowan Investigations Private Detective in charge of our background department with locating the squirrely subject of our process. The Cowan Investigations Private Investigator conducting the locate inquiry finding an address for our target at which the private detective indicated she was quite certain our Subject would be located at.
After obtaining the location information from my private investigator, while researching the area I found it to be a very private residential location with one way in and out of the neighborhood. I formulated a plan to enter the area and perform the surveillance on a sleepy Sunday Morning in a vehicle which would be disguised to fit in.
For a variety of reasons, I do not always notify police when I am in an area acting in my capacity as a New Jersey Private Investigator. However, due to the nature of the neighborhood and the circumstances of my potential to be in the area for a protracted length of time, I decided to provide a notification to the police agency of jurisdiction. I pulled to the front of the police department at about 6:00am. As I had pulled up to the stationhouse, I looked across the road where I had observed two police radio cars pulled side to side in a large parking lot way off the road near a park. Upon seeing the officers my impression was that they were winding down from their overnight shift which was more than likely going to conclude shortly. I have done the same thing during my thirty-five years on the Jersey City Police Department after an overnight shift. But I could be wrong, the officers could certainly have been speaking in regard to a police matter.
In any event, I entered the police department with a three-page document I had previously prepared which contained a photograph of my vehicle, a mapping image of the area I would be working in, the expected length of time I might be in the area as well as the fact that I was armed. In the report, I included an image of both sides of my New Jersey State Police License with my photograph as well as my phone number and a general description of the nature of my business.
As I was in the lobby of the deserted police facility, I observed a large bullet resistant glass window which was clear, I was able to see a large empty room with multiple desks. To my right was a large two-way mirror preventing persons from seeing into the room on the other side, I assumed this room was also empty. After a minute or two of standing all alone, I attempted to verbally make my presence known, I believe there was even a buzzer to press, but I am not certain. After being there for ten-minutes and receiving no acknowledgement, I departed the building.
Upon exiting the building, I observed the two police radio cars still parked side by side. I drove my vehicle over to the officers opening all of my vehicle windows as I approached so they could see that I was the only occupant. Not to alarm the officers, (both sitting in one car, one drinking a beverage) I pulled four feet away. Without exiting my vehicle, I related to the officers that I was a New Jersey Private Investigator, I explained that I had been inside their headquarters (the officers had had sight vision to see I had entered the facility) and was unable to provide anyone at the police station with the document pertaining to my surveillance. I asked the police officer if I could exit my car and give him the document so he could get the information into his department. The police officer refused telling me “maybe the desk officer was in the bathroom, you have to go back inside to give it to him”. I told the police officer that I had no such obligation, and that he had a responsibility to take this information, he again declined”.
After my interactions with this officer, I went directly to the location of my investigation after declining to go back to his police facility in order to stand in an empty room. After 8:00am, a time at which I believed a new shift would be on duty I called the police agency and requested a supervisor. Of note, I did not complain of the officer’s conduct, I just related the information I had intended to transmit in regard to my investigation and my presence in that police departments jurisdiction. The supervisor was professional and thankful to me for providing the information to his department.
While the type of attitude and negligent conduct described above is not prevalent in New Jersey Police Agencies, I would say, it is also not uncommon. Is it a wonder why residents of New Jersey might reject being treated with such insolence by police officers earning north of 100K a year? Many of the retired cops who are New Jersey Private Detectives have that same bad attitude, not all, but many.
One last thing, prior to becoming a New Jersey Private investigator, when I was a supervisor on the Jersey City Police Officer from 1988 to when I became Chief of Police in 2013, if the clown cop and his partner in the parking lot at the location I noted above would have had had a really bad problem if I had found out they had declined to do their job under my watch.

In the Fall of 2018, the Cowan Investigations New Jersey Private Investigator Agency received a call from a concerned father. It seems he had deep concerns that the mother of his child could be in a relationship with a former boyfriend. The father reported to our New Jersey Private Detective Agency the individual his daughter’s mother was seeing had a significant criminal history. The Client (Father) was concerned his young daughter would be exposed to his spouse’s drug addicted ex-con boyfriend. The Client retained the Cowan Investigations New Jersey Private Detective Agency to conduct a Child Custody Investigation. The goal of the Child Custody Investigation was to collect evidence for a pending divorce and child custody litigation.
The New Jersey Child Custody Investigation was not overly lengthy, but the Child Custody Investigation was very successful. The Child Custody Investigation began in Mid-November in 2018 and concluded in Mid-January 2019. The Child Custody Investigation was conducted by New Jersey Private Investigators Bob Cowan and Joe Ascolese.

During the Child Custody Investigation our New Jersey Private Detectives followed the Subject of the investigation to a high drug area located in a large City in Northern New Jersey. The New Jersey Private Investigators involved surveilled the subject during a mobile surveillance onto a residential Urban Street. The private detectives watched as the Subject of the Child Custody Investigation was dropped off onto a random street. The private detectives then surveilled the vehicle pulled onto a side street and parked, the vehicle turned the engine off.
New Jersey Private Investigators from Cowan Investigations continue surveillance of the Subject, base on the private detective’s background, training and experience, the private investigators reasonably believe the Subject is seeking to purchase narcotics in this high drug activity of a City in Northern New Jersey.
As the Cowan Investigations Private Investigators continued their surveillance, the private detectives observed the subject conduct a hand-to-hand transaction on a street corner in the Northern New Jersey City. The Subject was observed handing currency to a suspected drug dealer on a bicycle, the bicyclist departs after having received the currency.

Twelve minutes after the bicyclist had departed after receiving currency from the Subject, he arrives back to the Subject whom had stood on the street corner waiting for him. the New Jersey Private Detectives continue their surveillance as the bicyclist hands a small object to the Subject. Based on the training, background and experience it was the opinion of both New Jersey Private Investigators that they had probable cause to believe they had witnessed a drug transaction. The Subject is observed departing after his suspected purchase of an illicit substance on a Paterson, New Jersey Street Corner.
The New Jersey Private Investigators from Cowan Investigations continue their surveillance of the Subject, as the Subject walks toward the vehicle that had dropped him off. The private detectives then observe as the subject appears to snort what is believed to be a CDS as the Subject continues toward the vehicle in which he departs in.
Several weeks later when we continued our Child Custody Investigation, Joe Ascolese and myself remained as the primary New Jersey Private Investigators conducting the inquiry. While conducting surveillance at the Subject’s North Jersey Home, Private Detective Bob Cowan was secreted in the rear of his surveillance vehicle. Private Investigator R Cowan observed as local police arrived at the multi dwelling at which the Subject resided. The police were observed as they entered the New Jersey Apartment building. One officer was observed exiting the building with the Subject of our investigation in the custody of the local police officer. The police officer was further observed as he appeared to be patting down the Subject for weapons.
As New Jersey Private Detective Bob Cowan continued surveillance he observed additional backup police officers arrive to assist the original police officer.
One police officer compels the Subject to sit on the ground while the other officers entered the apartment building in what Private Investigator Cowan’s experience suggested was a continuance of the investigation. The officer kept the Subject seated on The porch of the residence which is a tactical move to create safer conditions for the lone officer.
The Subject of Cowan Investigations Child Custody Investigation continues to be video-taped by the New Jersey Private Investigator as the police escort the detained Subject to a police radio car. Of note, during the length of this police response, the officers had no knowledge that the Cowan Investigations Private Detective had been filming the entire incident. In the opinion, of this New Jersey Private Detective, all the police officers’ actions at the scene projected a professional and highly trained group of police officers.
Cowan Investigations was recently advised that our Client was successful in obtaining full custody of his daughter. This Custody was no doubt related to the substantial evidence obtained by the Cowan Investigations New Jersey Private Detective Agency.

A short story about the ineptness non-caring attitude of many New Jersey Public Agencies with regard to the releasing public records through the New Jersey OPRA Process. Our New Jersey Private Investigator Agency requested records in a very important New Jersey Child Custody Investigation. Our Private Detective which handles backgrounds and document retrieval spoke to the records clerk of the Northern New Jersey Municipality that Cowan Investigations were going to OPRA the records from. Our background private detective was told to submit the request electronically and it would be returned electronically. Two weeks later, the Cowan Investigations Private Investigator received correspondence from the Municipality advising that if Cowan Investigations wished to receive the-one-or two-page document requested we needed to forward a 0.15 (fifteen cents) payment to said municipality. Affixed to the envelope was a 0.50 (fifty cent stamp). You can’ fix stupid!!!
Our Cowan Investigations Private detective sent out a check for fifteen cents to the municipality. For us to obtain the record requested, it cost the municipalities police department $1.00 in postage while it would cost Cowan Investigations 0.50 (Fifty cents) for a combined total of $1.50 for the municipality to collect fifteen cents.
The real problem was that our Client had to wait a roughly five weeks to obtain a document pertaining to his child’s safety that could have been returned Via Email. All of this while riots were consuming the United States and law enforcement agencies were under attack. I would think this type of attitude by a police department could not be filed away as good public relations.
Below is a redacted email, I had sent to the Mayor of the Municipality while copying the same to the Chief of Police. Although the Chief apologized for the “problems” encountered, he never took action to expedite the record for our Client.

In the course of conducting my business, I had a need to request OPRA Records from the Paramus Police Department, this request was submitted on August 17, 2020. Prior to this request, my office had contacted the Paramus Police Department in order to see what was their procedure for receipt of an OPRA Request, my office was told to email the request, we did as instructed.
On September 4, 2020, I received a call that mail had arrived at my UPS Box, I was further advised that the mail originated from the Paramus Police Department, I immediately left the work I was conducting and went over to pick up said mail assuming my documents would be within.
After opening the mail, I found that it was a request for a fifteen-cent payment, assumedly to cover copying charges. No problem with that, however, if I was told to email the OPRA Request, why wouldn’t the Paramus Police Department email me back a request for the fifteen cents. Of note, the postage cost on the Paramus Borough envelope indicated the sending of the letter cost .50 cents in order to ask for fifteen cents (re; attached). At the conclusion of the correspondence, I was instructed to send in either fifteen cents in cash, or send a check for fifteen cents and the police department would then mail the responsive records to me, thereby costing me another two week turn around while accomplishing nothing but slowing down my business and service to my client.
The recurring theme here is this, at the conclusion of my obtaining these records it will have cost the Borough of Paramus $1.00 in postage while costing Cowan Investigations .50 cents in postage for grand total of $1.50 to collect .15 cents as well as an unnecessary obstruction to my servicing of my client, the police department could have simply emailed me the request for .15 cents payment.
I am an ardent supporter of the police as having served on a municipal police department for thirty-five-years, however, it is easy to comprehend how the public can become non-supportive of police when things like this are permitted to happen to its citizens.
Even more disturbing, this correspondence was written on the official Borough of Paramus Police Department Letterhead which identifies the Chief of Police in the upper left portion of the letter. Hopefully the Chief of Police has no idea that OPRA policies like this are in place under his authority and that his subordinates are authoring letters to the public in his name, such as the one written to me.
This situation is a complete waste of taxpayer resources as well the petty harassment of a small taxpaying business

The Divers Privacy Protection Act (DPPA) is a federal law that was passed in 1994. Legislators created the DPPA to safeguard a driver’s motor vehicle information from those having no purpose to know. The legislation routinely referred to as the DPPA was not created from whole cloth it was created because of a perceived need. The back story to the creation of the DPPA that highlighted the need for such information shields against willy-nilly release of a drivers identifying information is one of safety.
The federal legislation was first introduced in 1992 by Virginia Congressman Jim Moran. The Virginia Congressman proposed the law after opponents of abortion rights were using public databases in order to find and harass abortion providers and their patients. Without my taking a political position on either side of the legislation, as the owner of a New Jersey Private Investigator Firm and as a former law enforcement officer, it is easy to understand that a reasonable and explainable purpose and a need to know must exist in order to access a driver’s personal information. When a New Jersey Private Investigator is conducting any sort of Background Investigation, a permissible use is necessary for the accessing of motor vehicle records.
The DPPA in no way prohibits the use of driver data by a New Jersey Private Detective, so long as the private investigator has a permissible use to access the records. The Driver Privacy Protection Act regulates how and under what circumstances driver data can be used. The DPPA describes exactly what a “Permissible Use” actually is. Stated more simply, a New Jersey Private Investigator is permitted to use driver data during a private investigation, as long as the private detective does so within the parameters of the DPPA Regulations. I have listed the Permissible uses directly below, as a New Jersey Private Investigators the only DPPA which would apply would be DPPA Regulation number three which actually casts a wide net:

- use by any government agency, including any court or law enforcement agency, in carrying out its functions, or

- for use in connection with any civil, criminal, administrative, or arbitral proceeding in any Federal, State, or local court or agency or before any self-regulatory body, or pursuant to a Federal, State, or local court

Of note, in late 2013 Fulop had Public Safety Director James Shea in charge of overseeing the massive off duty jobs program in the Jersey City Police Department. Under Shea’s supervision the Off-Duty Job System was riddled with corruption, until federal investigators stepped in and charged multiple officers who were stealing time under Director Jim Shea’s Watch.
The crimes committed by the former Police Chief were really not that complicated. The Police Chief who had been selected by Mayor Fulop just didn’t show up for work at a high crime public housing project. The Chief would put his put pay sheets in at the Jersey City Housing Authority, and the Housing Authority would pay the Chief for a police detail he did not show up for. But hey, it is good to be a Deputy Chief. It also helped that the Chief’s Political Benefactor was Jersey City Public Safety Director James Shea who had oversaw the Off-Duty Job System.
During this corruption, against my recommendations Shea had kept in place an antiquated system that permitted and even encouraged theft of time from the Jersey City Housing Authority. This corrupt system was permitted to continue, despite Former Jersey City Police Chief Bob Cowan (owner, Cowan Investigations) raising warning flags about the corruption being allowed to continue unabated at the Housing Authority Police Details. Primary among the issues Cowan Investigations owner Bob Cowan had raised to Public Safety Director James Shea was that Shea had been letting Off Duty Officers to be paid directly by the Housing Authority instead of directly through the City Payroll System, this was a clear violation of well-established New Jersey Law. Another issue raised Cowan was the lack of accountability that the Jersey City Public Safety Director had permitted to remain in place, this was not an exclusive list.
That this theft of time had been permitted to exist at the Jersey City Low-Income Housing Projects under Fulop Administration was sad. It was sad because the victims of this “employee theft” were the low-income families who were living and trying to maintain some sort of quality of life in a violent and drug infested high crime area. Residents of these housing projects deserved the police protection the Jersey City Housing Authority was paying for, but the residents never received this protection.

The New Jersey Private Investigator sprang into action in order to ensure the safety of the child, the Private Detective immediately responded to the car where the child had been left to ensure for the child’s well-being. At the time the private investigator arrived at the vehicle, he found the child to be strapped into his car seat crying. When the child observed the private detective outside the car, the child became even more upset. Cowan Investigations New Jersey Private Investigator Agency was formed in May of 2016. The Private Detective Agency was created by Bob Cowan who is the former Chief of Police in Jersey City, New Jersey. Bob Cowan had spent his entire thirty-five-year law enforcement career on the Jersey City Police Department, beginning in 1979. Jersey City has the Second Largest Municipal Police Department in the State of New Jersey. Beginning in 1988, Bob Cowan began his rise in the Jersey City Police Department supervisory hierarchy. In 1988 Bob was first promoted to sergeant and served in varied supervisory capacities for twenty-six more years being promoted four more times until his retirement in 2014.
